The creation of HIDS requires planning based on a participatory approach. Seeking to meet this premise, the Founding Advisory Council of HIDS was created, an advisory body, formed, so far, by 14 institutions. All decisions about HIDS will be submitted to the Council for discussion and knowledge, in order to contribute to the definition of activities that may be part of HIDS and guide its planning and the construction of its governance. The commitment of these institutions to HIDS should favor the establishment of research and development partnerships in the form of living laboratories in several areas.
